As the third wave of corona virus appears to be gaining momentum, European countries have gone into lockdown that is proving detrimental to their economies, at a time when governments are embracing a return to growth.
The plan was for a large-scale vaccination program to reverse the epidemic, and for locked-in users to be given free rein after months at home.
Instead, the virus has launched a third wave that is proving more difficult to control.
